Where can I find the solution to beating the game every time?

Try this, It's one I created like two years ago, when the game first came out. I used this to make 500k in an hour, when the game was first released. I think it still works, But it's not a garunteed win everytime.

It only works up to tournament 10 though, I just used it to get the bronze trophy but I must go back and do more at some point.

I like to use this strategy but it's not as successful as it was at first now that I'm slowly moving up the levels. The diagram provided is slightly wrong for one piece (numbering an already given piece) but you can work out what you're meant to do.

Cellblock is basically just the game "Go Moku J".
If you search on google for "go moku", there might be a program there for playing the game. So just put it at hardest setting, get it to go first, and copy its moves into cellblock! This should help for all games after tournament 10.
