I get that when sending neomail to people that I know are older than thirteen. But they can still reply anyway, so I suppose you can ignore it.

It's a bug with the new Neomail thing. I first noticed it when my friend had it. He signed up for under 13 but his parents sent in the parental permission form.

My friend also can't get into any gambling games because of this.

I just got a neomail from an under age 13 player too. Begging for a negg or two. Why are they allowed to write me some beggary garbage if I am not allowed to respond? Unfair.

I noticed that with my friend, he's under 13, but he can still send neomails. And recieve them O_o

I think that may be a default line up at the top for ALL users under 13, but users with parental permissions can send the neomails anyway.
