I say Male...looks my regal and tough then the girl, but that's at a battler's standpoint. If it's for looks, then female.

The mane looks very rough on the Male Kougra, the female one looks much more coy and regal, she has the look as well as the outfit. The male kougra looks alot more goofy in his getup than she.

So yeah, female. The female kougra is EASILY the best royalgirl out there, but the male kougra is just ok.
