That's from an old plot. The Desert plot, I think. It's a coded message from Malkus Vile.

The way the note was encoded was that every vowel was replaced with the letter after it in the alphabet (a=b, i=j etc...). Unscramble the note to reveal a secret meeting in the trapdoor room under Peopatra's Pet Pet Shop.
