I don't know. I think that its current layout is all part of its character and it would have to be changing its character to make such a drastic change to the layout

I think that someday, in the far future, neopets will look awfully like that- too trying-to-be-hip-and-young-and-cool- but the current designs are so popular we are okay for now!
