deleted account restored?

my sister is thinking of quitting neopets and giving me her account, because i like her username. the thing is, i don't want all her awards, battledome stats, etc. i want to start with a clean slate. if i delete the account once she gives it to me (after transferring the pets, of course), can i go back and sign up for the name? or are you not allowed to use a name once it's been deleted? i only ask because there was another name i wanted, and it supposedly doesn't exist, but whenever i try to sign up with that name, it says there's already an account with that name. thanks in advance to anyone who can answer this!

First of all, accounts cannot be deleted. If an account is deactivated or frozen, the name is more or less "reserved" and you can't sign up for it. In other words, you can't start a "clean slate" with that username.
