I think it was going to be part of the sloth plot but they never got that far with it.

It appeared way after the Sloth Plot was cancelled. It was released more towards the Guildmaster's Puzzler logic puzzle, but there is no hard proof that its purpose was for some puzzle clues.

It was found aaaaaaaages ago people, and every month or so someone just has to go and "find" it again.
