i believe that its one of the cardboard pets that you get when you create a new account.

Yes, it's the cardboard pet from a newbie pack. They are not transferrable through pets in the pound any longer, so if you really want one that's the only way you're going to get it. I have never seen a zap from the lab like that, so it might be quite a rare zap you might not get again.
