Which shop sells these ?

Do you mean the ones with (TCG) after their name or the ones
without it? They're totally different animals. The ones without (TCG) -
the ones you get quests for from ... shoot, one of the faeries.... can
be purchased at the shop in the lower right corner of The Neopian
Bazaar (the one with the chocolate shop and the bakery, etc.).
The (TCG) ones I think can only be obtained with a code or a random
event.
