What does it do and why is it so expensive?

I believe it increases your stats, like a cool negg. Not very sure though.

It's expensive because it is very rare. Not positive as to what it does though, as I've never used one myself.
The Neopedia article says as follows:
This magical potion is created, of course, by Kauvara - the owner of the Neopian Magic Shop. She only produces one bottle every couple of days, as one of the ingredients are the rare arbiter berries, which grow far away on Roo Island.
Sometimes she travels herself to the island to pick the berries, and sometimes she enlists the help of her sister Allita, it's a really long walk and it's not a good idea to leave a shop full of magic unguarded for any length of time!
The potion itself is said to make a pet more powerful, stronger, and even heal it of all disease and damage, and it does not come cheap! Some Neopian families could barely afford a single potion on a year's salary!

it can heal any disease, it doesnt raise any stats

no, it does raise stats. I have seen what it does somewhere and it raises stats.

Nope. That's a different potion. The name LOOKS the same, but it isn't. I saw the stats a few days ago on IDB...

The one Chaud mentioned would be Kauvaras Marvellous Potion. One extra word.
I *think* this not-Marvellous potion restocks in Kauvara's shop. Not positive though.

Well it's not that worthless if your pet is a Kau.

The normal Kauvara's Potion raises your pet's level, defense, strength, and maximum hitpoints by 1 point, I think.
