The new "explore Neopia" banner

This might seem rather strange, but.. Does anyone know if the Ninja type Kougra in the banner is an already established character? Or is he just a random Kougra? He looks cool, don't you think? 
Though, keep in mind I haven't been on Neopets for a while, and they have added lots of stuff that I have no idea about.
