According to one of the support staff (whose name I can't remember... sorry), it's a standard response and it really does mean what it says. They get so many submissions every week, and not all of them can make it in, so you just have to keep trying.

If there's an actual reason why they won't accept it (it's inappropriate or it breaches some unwritten rule) then they'll tell you.

Yes, that just means to send it in again. There really *were* too many good submissions, I'm sure.
