I've never had it actually give HP aside from filling the pet's HP...
And for the record, my pet received its 40th strength point from the shrine, so though I rarely get stuff, I don't think there's a definite cutoff of getting stats...

Today I tried the 55 second of the minute and got a dubloon coin!

I've also gotten tons of dubloons off the Shrine at times that had nothing to do with the 55 second of the minute.

I frankly suspect that while the shine may have given out prizes in a time-linked way, that is more-or-less random now except for the obvious: it's less likely to give things to higher-level pets (I think it's level it goes by, I've not trained anything but level in my main pet since I stopped labbing her, but her awards from Coltzan have dropped off noticably) and there are some times when it only gives out burnt food.
