Having looked at the Points Boasting final tally on the Council of War board I think it's fairly obvious that the war didn't need to be fixed. From our sample (ie ppt people) Maraqua had over double the points that the Pirates did.
Now that isn't an exact representation of how it panned out over all but it's probably a good indication. I really don't think that tnt *need* to fix wars now (eg this one and last one) as so many more people always sign up for the good guys, either because they like the trophies more or just because more people are going to be drawn to the good side. And in this case many people were excited about seeing Maraqua again so they were less likely to fight against Maraqua.
So overall I think whilst tnt would have fixed the results if necessary, they really didn't have to

You need to take into account that a lot of the PinkPT users aren't large battlers (A lot are, but more aren't). Most lower level battlers tend to go with the good guys (in any war, it's been proven time and time again). As we all know from the lovely ranking system, newer battlers or mid-level (though not in Rank 2) battlers got a large advantage over the heavier fighters (500 - 700 Boosters) in the fact that there opponents increased HP very little. As much as we like to complain, the bottom of Rank 2 had it a lot easier than the bottom of Rank 3.
Newer to mid-level battlers had a large advantage over the bottom of Rank 2 and 3 so the results from PPT were slightly skewed towards Maraqua (the "Good" guys).
Maraqua probably still won (helped by the fact the big battlers who seem to tend to go Evil couldn't fight easier opponents), but probably not as much as the figures given by PPT make it out to seem.
Yes, I know there are a lot of mid-level or above battlers on PPT, but nopt as much on a more battling focused forum such as IDB
