My 4 year birthday was the 31st of July. I was frozen 10 days (the 21st) before my 3 year birthday. =(

my birthday is on wednesday the 10th, and I too, will be sweet 16.

nonetheless, as was previously stated, you can only get the sidebar on your birthday and neo's birthday. when i had it last year, I played the site all day long and didn't get jack squat as far as random events go. *shrugs*
