No, I've seen spots open up in the middle of a minute. But I have yet to see anything missing in the middle of a minute.
By "Open up in the middle of a minute", do you mean go from blurry to solid? Because that could happen in the middle of a minute. Here's why:
When something is stolen, it goes blury, and the spot is unavailable for a certain amount of time. After that time is up, though, it
doesn't immediately go unblury. It will become solid again when someone does a furniture-placing move** on it.
If you know this trick, you can know to try some of the blurry ones, because there's a chance they're actually open, they just don't say it. I've gotten lots of benches and even a few tables this way.
** A furniture-placing move is when you click on the spot you're on or one of the 4 spots next to you. If you have furniture, it will try to place it there, if not, it still counts as a "furniture-placing move"
Edit: There is one bug about this, though: if you make a line solid, it
doesn't immediately show up on your map. When you make any other move, though, it will. So if you're trying to place furniture on a blurry spot, here's the rule: If it gives you the "somebody's stolen" message, it's still closed, but if it just reloads the page without doing anything, it actually made the line solid, and you can hurry up and put your furniture there!
