Do you really mind people stealing your artwork? If it were me, I would just treat it as a sort of compliment (hey, my artwork is good enough for people to want to steal it! ). Anyway, once you submitted your artwork, it isn't yours anymore, it belongs to Neopets, so technically they are just stealing art from the Neopets site

And this is exactly the attitude that is so dangerous places like neopets, and for the most part, online. And I think neo understands that. Because they do treat art theft as a freezable action.
Art theft is a major problem. I remember when I got into the gallery with my maraquan draik picture that I was bombarded by people freaking out and wanting to be my neofriend because I was such a "1337" artist (I think I spelt that right... anywho).
I was also hit with a whole bunch of requests to use my picture in things, and I said no to every single one. I don't want my art plastering someone elses guild. I don't want my art to be stolen. And yet... people will even if you say no.
I had someone neomail me, ask about it, I said no, they said fine... and when I checked out their guild? Guess whose artwork was gracing their guilds background. Mine.
Guess whose now frozen? Them.
It may be a "compliment" to have your art stolen, but to not be allowed the common dignity to being credited with what you've done (since most people won't), and to not be thanked, or told, or even asked whether your art can be used. It's disgusting, degrading and it should never be allowed.
Neo may get the copy right while the image is on their site; but only then. They still acknowledge that they did not do the artwork, and that it does infact belong to someone else. It's just protected while on their site.

Evisceration is a sign of respect.
