Actually, what you should do is first use the contact form. You'll get a response from a staff member, in an autoreply.
Then start emailing that staff member directly, allowing you to have a "point person" with regards to your frozen accounts.
If that does not work, and you remain frozen after several pleas to get unfrozen, snailmail a letter. You can get the Neopets address at
http://whois.sc/neopets.com. Allow about three months of constant attempts of emailing before you write the letter. Make the address out to "Support Department." Don't make it out to a particular person, just the department. On the letter itself, use a "two whom it may concern."
In your emails and your regular letters, make sure you're very polite and level-headed. No swearing, no questioning peoples' parentage, none of that. Make sure you're very clear about what was in the accounts, who you are, your email address, et cetera. In your physical letter, make sure you put an email address in their with your contact information.
