Exactly--in fact, I got pretty much that very statement in writing from a staff member when I wrote about my daughter's frozen account (frozen while on the chats by the way). I suggested in my email that perhaps the monitor who froze my daughter's account didn't actually read her board or posts, but instead relied on the user who had reported her as being a scammer.
In his reply, the staff member admitted that because of the sheer volume of posts on the chat boards, the monitors could not possibly read every post and, therefore, had to rely on the users' reports to enforce the rules. In other words, that means there isn't enough staff to monitor the boards!
In the end my daughter got her account back and the person who reported her got frozen for false reporting one too many times.
And, I didn't allow her on the boards for a long, long time after that. However, she has now created a throwaway account--it is the only account she uses when visiting the chats and has nothing on it. That way if she is frozen, it is no real huge loss. But, she is still extremely cautious in making any posts.
And, as for me, I don't go on the chats--except when shops/SDBs/petpets disappear. And I post only to calm the hysterical masses down and reassure them that what happened was indeed a glitch.
It's just not worth venturing into otherwise--like going down a dark alley with a bunch of big, scary-looking thugs following right behind you. Too risky.
