Same thing happened to my husband a few months ago. He had created an account back in late spring/early summer of 2004--it had a great name. Not a primary account, so he didn't go to it every day, but still often enough for anyone to see that it was an active account.
No problem with the account for six months. Then, one day, he goes to it and finds the account frozen and gets the same reason that your friend got.
I hate to say it, but he never got it back. However, he did not try too hard--just sent in the frozen form, but never followed up with it. At that point in time, he was so disgusted with Neopets that he quit for awhile. He didn't have too much on the account--no painted pets and only about 100K--so he figured it wasn't worth the time and trouble to try and get the account back. Perhaps your friend will have better luck.
It is extremely unfair because if Neopets has decided to reactivate these names, they shouldn't then later change their mind for no rhyme nor reason. If it was a mistake and Neopets decides that the name shouldn't have been reactivated, they should let that player know a mistake was made in reactivating the name and give the player a certain amount of time to move their pets/items/nps to a different account or tell the player that the name is going to be changed to xxxx. I don't understand why Neopets can't change a player's name--put a 1 or a dash or something like that in it.
