Added a new person who chose to take up a life of crime to pay for his car and save him the trouble of finding a job

Transport 99 %
Crime rate 1 %
Pollution 0 %

The criminal has been arrested, but since he'd stolen a taxi, the taxi driver needs a replacement vehicle and a new source of income.

Good news! The taxi driver has procured another taxi, and is now back to work careening around the city at dangerous and illegal speeds. :D
