Question: How can stuff be released for candidates if they're technically not officially running yet (as in WIS only has 5 nominations out of the 8 needed)?

There's nothing in the rules, against "releasing" stuff; before getting nominated. I don't see any problem with it.

No, he only has 7 nominations right now. And the WIS Camapaign released an another memo today.
