I added police, but the Cheerleader is doing a good job. PPTown is in bad shape:

Transport 96 %
Crime rate 1 %
Pollution 1 %

I added police but crime has risen to 2%.

I added a factory, which brought unemployment back down to 4% but doubled pollution.

I planted a tree and brought pollution down to 1%
