Ergghhh.... I just won on Turdle Racing, I bet 1500 np and it said "Congratulations, you have won 1500 neopoints". This thing is making me really mad.

That is normal (insert ENT defintion), not a glitch (defined by weirdness lately anyway). It's always said 1500 when when winning 15,000 when betting 1500. At least as far as I can remember. It just isn't the proper code to say the extra zero I guess.
