(Scott's that good, so he can hear everything)

He walks in to see the body of WATERICESAGE lying on the floor, a bullet wound through the head.

"Hm. Looks like some questioning went on in here. Guess it didn't end up going so well."

As Scott leaves, the body of Watericesage starts to turn hairy and claws seem to be forming at the digits. "well well. We have our first dead Werewolf."

And this is what i conclude. Minor Viligante used spare bullet to kill watericesage. Or mafia used day kill? Yes for werewolf, but we have no idea how many their are and there is still mafia as well, as well as other baddies...gah.

I thought it was one of those "unsuitable living areas" told in the beginning of the game. So this is what I'm guessing that someone on the 2nd floor is mafia(probably there is one) with day kill, or minor viligante(which isn't a bad thing).
