Added the second part to your hint

The program I use for my own testing (which includes resizing) is Paint Shop Pro.
When they post an image, it's usually just an enlargment of a section, such that each block of color was originally one pixel. I simply count the blocks (for #364 is was 13x13) and resize the image to that size, using the 'smart size' option for reduction.

I use Screenhunter (a free image capturing program) and put the image link into a premade web page that shrinks it according to the sizes I indicated.

I then load it in Netscape, take a screen shot, and load the picture to photobucket. Takes only a few seconds.

That is also how I make the solutions with the nifty arrow pointing to where the MP is from.
