I'm looking for something like this, only for Paint Shop Pro 7, instead of PhotoShop.

Location: FLA, represent.
Go to Effects > Noise > Edge Preserving Smooth. Mess around with the number to get the desired effect.

I know this is kinda late but I couldn't help but answer xD
