Think it might be a new world where the new neopet originates. (kinda like the krawk comes from krawk island, draiks come from meridell and grundo's come from kreludor.

That reminds me of a Team Rocket HQ or something, or that article in the new Neopets Magazine about the city from which everyone disappeared.
