Exchange, as in, return to the store to get a different one. You need a receipt to do that.

I get that but what does a one armed person have to do with writing the word change instead of exchange...you know what I mean? Like when it's a joke about blondes, it takes three because we stereotype them as dumb...etc, this one doesn't relate the person to the answer and it's mind boggling! No no no, you don't see. Dang Americans.

It's the 'how many ____ does it take to change a lightbulb' joke in one of its forms.

One armed men because well, they have one arm, so one couldn't physically change a lightbulb by himself (as in take it out of the light and put a new one in).

But in this case we use change as exchange, instead of the traditional sense of changing lightbulbs...

*cries*

don't know any good PC jokes.
