If you mean the Rainbow Fountain, you need to get a Random Event for a Fountain Faerie Quest. Once you complete it, you get a Fountain Pass. Then you can use the Rainbow Fountain.

the pass never expires (unless neo goes bankrupt) so take your time deciding once you get one.

you are in luck if you get one. i just got my first fountain faerie quest last week but unfortunately not on my main account. i make an alien aisha with the fountain pass. :D

I've never gotten a Fountain Faerie quest. :( I'm envious of anyone who did. I want to paint my kacheek electric.

I've never gotten one :( , but when I do I will morph my Wocky with a Blue Acara Morphing Potion and then make him Royal (unless I save up for the Paint Brush before that time). Royal Boy Acaras are sooooo cy-ute! ;)

can you use the rainbow pass more than once or is it a one time deal. I would morph my mutant blumaroo (my lab rat until it goes back to its original zafara self) into maybe a royal zafara. Or I would change my rainbow nimmo into a darigan uni.

Just one painting per quest I'm afraid, though you CAN be extremely lucky and get another fountain faerie quest.

The Fountain does have a purpose. If you get a Fountain Faerie quest and complete it, you're allowed to bathe your pet in it's mystical waters, where your pet will change color. It's really a lot like the lab ray, but rarer to come across.

Another question:

Do you have to use the pass yourself or can you give it away if you'd like?

I haven't gotten a fountain faerie quest yet, although lately, I've been getting tons of regular faerie quests after years of nothing. O.o

Nope, can't give it away, at least I don't think oo; Just like a normal quest except you can paint your pet any colour as a reward
