It is said that the Petpet Lab Ray was built by the Lab Ray Scientist's crazed Kookith. If that's the case, you should probably find the Scientist's laboratory first.

Does anyone know where the scientist laboratory is?

To find it, you have to collect all nine unique pieces of the Secret Laboratory Map ([1] [2] [3] [4] [5] [6] [7] [8] [9].)

After that, you must turn them in at the Treasure Maps game page

You will then lose the pieces of the map, but gain access to the Secret Laboratory and be eligible to redeem the Petpet Laboratory Map.
