As in, where does it come from? It's the result of rare item codes, right? But from what series of toys/cards/et cetera?

It's from the "Travels In Neopia" TCG series. Link: http://www.neopets.com/tcg/checklist.phtml?edition=10 I don't think there is a plot connected with the MSPP.

I also think they come from, very rarely, a random event. But the odds of getting this are very, very, very rare. A friend got a Chokato (TCG) from the same RE once.
