I think that he(she?) means a huffleplump quest. You only get them by going to the hidden garbage dump.

Honey Potion quest, would be my guess, since it's r99. And don't bother, they're worth 800k, and that's minimum. Just buy the Honey Potion.

Oh! It makes complete sence now. I thought he/she was referring to a person/thing that gave out a quest, not the item that you win from it.
