I have heard people saying that restocks happen on the start of a random minute (i.e 00 seconds) , but I have seen restocks happen in the middle of a minute, or maybe in the first 2-10 seconds. And yes, my clock is synchronised with Neopets time server, and I was watching the seconds go by, so I cannot have made a mistake. Anyone has any comments on this?

now its completely random. a long time ago it was just on the minute ago, but now is not a long time ago

It's not completely random anymore, but it stills goes at the top of he minute. The shops restock in the order of the shop number. So whatever shop is #1 (food maybe? I'm not sure) restocks at :00, and then on from 2-whatever from there. Someone in the BD chat did a test and it takes appromiately 10-17 seconds for every shop to restock. So, depending on which shop you restock at, it will restock a couple of seconds after the minute.

Personally, I keep an "early" shop open, like food, and a couple of "later" shops, so even if I miss the early one by a second or so I can catch the beginning of the others. :)

Yes, number 1 is food.

And yes, it starts on the zero second.

It takes about 10 seconds to get all of the shops restocked - so the Neopian Music Shop (#84) is the last to get new items.

If the site is really slow, it can take until the 5-second mark for even the toy and gift shops to get their items. I usually watch the toy shop, though, rather than the food shop, simply because I'm more interested in the products there. It hasn't hurt me any to do that, near as I can tell.
