I know what this is. When there was a quest to find king coltzan's crown you had to go through a process and this parrot gave you clues. It's over now but you can listen to the parrot for fun. As well, the parrot helped us with the Volcano Mystery

Congratulations my bumbling little friends....etc. The vowels are all changed to the letter following it. Basically the message says to meet some princess under peopatras petpet shop. It was part of a quest for the Crown that's long finished. The last sentence is Look for the her in the trapdoor underneath the tent. Don't fail me this time
